A Meeting of the above named Council convened by the Council was held in the Oak Room, Thornborough Hall on 16th January, 2017.

3379. APOLOGIES were received from Cllrs Bradford and Harper.

3380. To receive any Declaration of Interest under the Council’s Code of Conduct or Members’ Register of Interest - Cllr Borman declared an interest in a planning item regarding South View. Cllr Sanderson later declared an interest in item 8(g).

3381. Councillors discussed and set the precept for 2017/18 at £41,878 (rounded up to £41,880). Funding was included for the additional cost of increasing the Deputy Clerk's hours to 18.5 per week, sharing the annual cost of a speed matrix sign with other parishes and part of the cost of installing pay boxes for Kelberdale Terrace toilets. The Council Tax base for Leyburn has reduced due to additional homes and the cancellation of some single person discounts and so the increase in the precept will not increase significantly each household's precept element of the Council tax.


The correct description for Kirkwood Hall is not a 'care home', it is 'individual sheltered housing with care available at extra cost'.

'Slow' signs have been painted on the dangerous bend in Dale Grove, as requested by residents.

Revised waste and recycling collections begin this week.

3383. MINUTES OF MEETING held on Monday, 19th December 2016 were approved as a correct record.


From 1st April 2017 the RDC Community Desk located in the Library will be open only on Mondays, Tuesdays and Fridays from 10.00 - 4.00.

A letter of thanks from the Great North Air Ambulance had been received in response to a donation made by the Town Council.


A meeting of the Shawl Fields Management Group had taken place. The Group's finances were healthy thanks to generous donations by the public.

a. Councillors agreed the Terms of Reference for the Staffing Committee.

b. Councillors approved the Library SLA Agreement with NYCC for Leyburn Community Library as from 1st April 2017.

c. Agenda items requested by Councillors – Councillors agreed to add the suggested three sentences of additional wording to the current Standing Order (10C).

d. It was agreed that the public should be charged to use Kelberdale Terrace toilets. It currently costs the Town Council approx. £11,000 p.a. to run the toilets. Once pay boxes are installed, 20 pence will be charged.

e. Parking in Leyburn - It was agreed to permit Cllr Borman to investigate improvements that could be brought in and to report his findings to the Town Council and the Town Plan Steering Group. Cllr Borman was reminded that he must not imply or state at any point that the Town Council had taken decisions about this.

f. Councillors agreed to sharing the purchase with other parishes of a speed matrix sign that could be used three times p.a.. This would be at a cost of approx. £1,500 p.a..

g. Leyburn & Mid Wensleydale Partnership - Councillors gave permission to use the Market Square and Commercial Square for the Dales Festival of Food and Drink for the weekend 17th and 18th June 2017.

b. Councillors discussed improved signage for the town. Chris Grayell, a member of the Town Plan Steering Group, had kindly provided a report with photographs. Councillors agreed that the current signs need smartening up, nearby vegetation must to be cut back regularly and some signs would be better if relocated. Other ideas for design and wording will be brought to a future meeting. Mr Grayell was thanked for his work.

c. 16/00662/S106 Application to discharge or modify the Agreement under Section 106 of the Town and Country Planning Act to vary the restriction limiting the occupation of 20 units to persons with a diagnosis of dementia. Kirkwood Hall, Harmby Road. Granted

d. 16/00842/Full Full planning permission for erection of front garden wall,
3 Coverdale Close. Granted

3389. MARKET

Councillors reviewed the Market Rules and made some changes and additions. The amended version will be given to Councillors at the April Meeting.

Sadly, the old monkey puzzle tree in Grove Square has died and must be taken down. A replacement will be planted.

NYCC will be asked again if better roadlighting can be installed along Richmond Road, near the school.

There should be an extra dog waste bin in the Market Place.

Further complaints have been received about the new zebra crossing on Harmby Road.

NYCC should be informed about the furniture lining the pavement outside the antique shop in Railway Street.

The Police had sent an email regarding the recent use of the police helicopter to search for a criminal in Leyburn. North Yorkshire Police pay a fixed subscription for the use of the helicopter whether it is used or not.
